建設費の合計の計算はあきらめ....

前回で建設費の合計の計算をやっていましたが、とっても大変そうで、途中でとん挫しました。

で、合計の計算はとりあえず後回し。合計のうち日本はどれだけ負担するの？という割合に注目です。

ここに国際的な期間（ILC推進のための会議？）からのメッセージがあります。

日本語訳では、費用の所はこう書いてある。赤字は私が書きました。

最近の同様の国際プロジェクトの例（※1）では、ホスト国が主要な費用負担を行っています。自ずと、土木建設やその他インフラの建設コストはホスト国が責任を持ち、加速器建設については適切な費用分担がなされることが期待されます。これらの原則に基づいて、加速器をホストすることが明確に意思表明されれば、日本と国際的なパートナーとの交渉が開始されることになるでしょう。また、他国の関係者も、可能な貢献について、自国政府と有意義な議論を開始することも可能になります。

脚注1：ILCと近い分野の最近の例は、ドイツにある欧州XFELとFAIRである。

In recent examples of similar international projects（※1）, the host country made the majority contribution. A natural expectation would be that the cost for the civil construction and other infrastructure is the responsibility of the host country, while the accelerator construction should be shared appropriately. A clear expression of interest to host the machine under these principles would enable Japan to start negotiations with international partners. It would also allow members of the international community to initiate meaningful discussions with their own governments on possible contributions.

なんと、ホスト国は主要な費用（majority contribution)を負担とは、さていかほどで？

例示されているEuropean XFELは下記に記載がありました。

As the host country, Germany (Federation, Hamburg, and Schleswig-Holstein) covered 58% of the construction costs. Russia took over 27% and the other international partners between 1% and 3% of the construction costs each.

建設費の58 %をホスト国のドイツが負担だそうです。国際プロジェクトと言いながら、ロシアが２７％、ほかの国は1-3%しか負担していないんだ。びっくり。ほとんど独露プロジェクトだね。建設費以外の土地代、特殊な造成費用、サイエンスパーク整備費もドイツ負担らしい。

bulkって何％だ？よくわかりません。まだ追加で参加する国を募集中で最終的には決まっていないようにも見える。文脈からして、ドイツが責任もって作るから皆さんお金出してね、っていう順番みたいです。

なんとなく、”建設費”の50％強は必要、建設費以外は100%ホスト国負担、ってことで割合については決着がついたことにします。
